If you upgrade the Armory before upgrading troops, you simply unlock new levels for the troops. The troops themselves will not upgrade unless you start them in the Armory.
You can only upgrade a troop once in each armory level so if you skip how can you catch up on troop levels? I do not see a way to upgrade the tropps to catch them up to where they should be.

First of all, the first sentence, while applying to most cases, is not true. For example, level 14 and 15 Warriors are both unlocked at level 17 Armory.
Also, if you want to upgrade troops to catch them up, might as well focus on upgrading them entirely. Though I would certainly recommend you upgrade the army composition you use most.
in the armory page on wiki it gives you diamonds for instant finish (time plus resorces bought with diamonds). If you you consider about 5 diamonds per minuet (varies depending on length of upgrade) the remaining is how many to purchase the resorces. if you have about half the resorces you need the you can expect the diamond cost to be about the (instant finish value - time in min /5 ) /2. Figuring the exact amount can be tough though as wood, stone and iron are not all worth the same amount of diamonds.
in your example instant is about 2750 diamonds and will take about 300 for time. Assuming you have about 40% of required resorces you can expect it to cost about (2750 - 300) * .6 = 1470.
What is the minimum Experience Level to upgrade Headquarters to level 22 so that Armory can upgrade to 22?
Is there a table to show such relation number? I could not find it, please help.
